Edit app secrets from Cloud UI

Plotly Cloud offers an environment variables interface for setting values that are not safe to insert into code, but these values aren’t encrypted at rest.

We would enable adding, editing, and managing secrets as well, which would be encrypted at rest and support viewer permissions.
